ARA Subsidy for Retrofit Elevators

What is ARA subsidy?
ARA (The Housing Finance and Development Centre of Finland) grants subsidies for improving accessibility in residential buildings. Up to 45% of approved costs for elevator installation in buildings without an elevator. The subsidy is permanent support that does not need to be repaid. ARA funding is state-backed and processed in application order.
Who qualifies?
Housing companies whose residential building lacks an elevator. The building should be primarily residential. Both rental and owner-occupied apartments qualify. Townhouse associations can also apply if the building meets the requirements. The subsidy is primarily intended for older buildings.
How much can you receive?
Up to 45% of approved eligible costs. For a typical €200,000 project, the subsidy is up to €90,000. The subsidy is paid after project completion and inspection. ARA evaluates each project individually and decides the final subsidy amount. Not all costs are subsidized – aesthetic improvements generally do not qualify.
Application process
1. Housing company decision: General meeting decides on the elevator project with 2/3 majority. We organize resident information sessions as needed.
2. Preliminary plans: We prepare plans and cost estimates. Structural engineer checks the building's load-bearing capacity.
3. Application to ARA: We submit a complete application with all attachments. Includes plans, cost estimate, and housing company decision.
4. Decision (2–3 months): ARA processes the application and makes a financing decision. We respond to any additional information requests.
5. Implementation and subsidy: We procure and supervise the installation, ARA inspects the work, and pays the subsidy after completion.
Requirements
The building must not have an elevator, the building must be primarily residential, housing company decision is required, the structure must be sufficiently load-bearing, and the project must meet accessibility requirements. We assess all requirements during the free survey and help with filling in the application. Simultaneous energy efficiency improvements can increase the subsidy amount.
